According to Bongbong Marcos puts in place 6-year plan for population control | Inquirer News, Malacañang said on November 17 that President Ferdinand Marcos Jr. issued an order for the creation of a long-term plan for the nation's population.
The Palace authorized the Population and Development Plan of Action (PPD-POA) in accordance with the six-year Philippine Development Plan (PDP) of the Marcos government in Memorandum Circular (MC) Number 40. As per Palace, the Memorandum Circular is now in effect.
The Memorandum Circular stated that all concerned government agencies and instrumentalities of the National Government, including corporations that are owned or controlled by the government, are hereby directed to undertake efforts in support of the implementation of the Population and Development Plan of Action 2023–2028 and the plans and programs specified therein, in accordance with their respective mandates.
