On the 28th, the Ministry of the Interior held a departmental meeting where the Information Services Division reported on the nationwide expansion of "on-site application services for Mobile Citizen Digital Certificates." Minister Liu Shih-fang stated that the Ministry aims to provide more convenient services for the public. To simplify the process, starting from December 2, 2024 (Year 113 in Taiwan's calendar), citizens can apply for a Mobile Citizen Digital Certificate at any household registration office nationwide by simply bringing a mobile device such as a smartphone. The application fee is NT$30, and citizens no longer need to carry a chip card. Instead, they can enjoy digital services such as real-time identity verification, digital signatures, and encryption/decryption anytime, anywhere.Information Services Department reports: "The nationwide simultaneous expansion of in-person application services for Mobile Citizen Digital Certificates" (Photo/Source: Ministry of the Interior website)

Minister Liu explained that the "Mobile Citizen Digital Certificate App" complies with the international FIDO 2.0 standard. It eliminates the need for a chip card or card reader, utilizing biometric recognition on mobile devices instead. The app is already widely used for services such as tax filing, Taiwan Power Company, Taiwan Water Corporation, and National Health Insurance, covering over 238 integrated public systems. Since June 24, 2024, 24 household registration offices have been piloting the standalone application service for Mobile Citizen Digital Certificates, receiving positive feedback.Differences Between Mobile Citizen Digital Certificates and Citizen Digital Certificate Chip Cards (Photo/Source: Ministry of the Interior website)

To extend this convenience to more people, starting December 2, the service will be rolled out to all household registration offices nationwide. The Ministry also plans to continue collaborating with private organizations to provide more services related to citizens’ daily lives.

To encourage citizens to apply for and use the Mobile Citizen Digital Certificate, a special event titled "Bonus Gifts Giveaway – Amazing Prizes for You!" will be held from December 2 to 31 this year. During the event, users who log in with the Mobile Citizen Digital Certificate more than five times will be eligible for a prize draw.
