Q: Who is ineligible to apply for the Employment Gold Card?
A:
🙫 Citizens of mainland China
🙫 Dual citizens of Hong Kong/Macau and Taiwan
🙫 Those entering Taiwan using a Taiwan passport
🙫 Residents of Taiwan with household registration
🙫 Nationals holding a foreign passport but have not deregistered household registration in Taiwan
🙫 Near-conscription-age males or those of conscription age who meet the following conditions are not eligible:

• Without a certificate of Overseas Chinese status for military affairs
• Without a passport issued with Overseas Chinese status endorsement
• Overseas Chinese males residing in Taiwan for over one year
• Obligated for conscription according to the Military Service Act, restricting their departure from Taiwan 

Q: Do Hong Kong and Macau nationals need to upload additional documents when applying for the Employment Gold Card?
A: Yes, applicants from Hong Kong and Macau must download the Identity Verification Form for Hong Kong/Macau Residents and the Application for Residence or Settlement Form for Hong Kong and Macau Residents. The signature section must include the applicant's Chinese name. Q: Can Hong Kong and Macau applications be expedited?
A: Unfortunately, expedited reviews are not available for Hong Kong and Macau cases. If you have previously worked for a company or government in mainland China, it is recommended to provide a statement about your prior work and plans in Taiwan. After the Workforce Development Agency's qualification review, the National Immigration Agency's final review takes at least 1-2 months. 

Q: Do Hong Kong and Macau applicants need to provide a police clearance certificate?
A: According to Article 17, Paragraph 3 of the Regulations for Hong Kong and Macau Residents Entering Taiwan and Residing or Settling, a police clearance certificate, guarantor statement, and health certificate are not required. 

Q: What should Hong Kong residents with other passports pay attention to when applying for the Employment Gold Card?
A:
I.  Holders of British National (Overseas) passports (BNO) must apply as Hong Kong/Macau nationals and fill out the Identity Verification Form. Under Article 4, Paragraphs 1 and 2 of the Act Governing Relations with Hong Kong and Macau, those with Hong Kong permanent residency who do not hold travel documents other than a "British National (Overseas) Passport" or "Hong Kong Passport" are considered Hong Kong residents.

II.  Holders of both a Hong Kong passport and another foreign passport (excluding BNO) who wish to apply as Hong Kong/Macau nationals must renounce the other nationality. Documents must include a proof of nationality renunciation verified by Taiwan's foreign office and a notarized Chinese translation. Those applying with another nationality must submit a self-written declaration stating only the other nationality's passport (not Hong Kong/Macau) will be used for entering Taiwan. 

  1. Q: What documents are required for applicants born in mainland China but holding Hong Kong/Macau status?
    A: Hong Kong/Macau nationals born in mainland China must upload one of the following documents:

    ★ Proof of no household registration in mainland China, verified by the Straits Exchange Foundation.
    ★ Mainland Travel Permit for Hong Kong and Macau Residents (Home Return Permit).
    ★ Proof of deregistration of mainland household registration, notarized and verified by the Straits Exchange Foundation.
