To encourage employees to further their studies and strengthen their competitiveness in the workplace, Taichung City Labor College has entrusted universities and unions to offer five types of labor skill enhancement courses. Moreover, to incentivize new residents, middle-aged & senior groups, and fresh graduates to learn new skills and professional knowledge, a Free Study Program has been launched to lessen the burden while learning.

Labor Affairs Bureau, Taichung City Government stated that protecting disadvantaged workers’ right to work in the workplace is a policy that the city government pays special attention to. 12 specific groups, including the physically and mentally disabled, new residents, middle-aged and senior workers, young workers above the age of 15 and under 18, and new job seekers can receive subsidies. The bureau hopes to provide a learning platform for the disadvantaged.

All workers aged above 15 years old, working in Taichung City or whose Household Registration or is in Taichung City can sign up for the programs. The hourly fee will be NT$50. For workers of the 12 specific group and whose monthly insured salary is less than NT$36,300 can enjoy Free Study Program as long as their absence record does not reach one-third of the total class hours.
