The National Immigration Agency mobile service train went to visit and care for the new immigrants in order to learn about their living conditions in Taiwan through hands-on experiences. This was done in order to understand the living conditions of new immigrants in outlying island areas and to hear the voices of them nearby.

As a lecturer, Tian Jiali from Shandong discussed the historical context of the traditional noodles from her hometown and how, after much work, she created a unique delicacy that mixes Shandong steamed buns with the indigenous cactus found in Penghu. In addition, a number of new immigrant groups in Penghu were asked to collaborate in the preparation of several unique dishes from across the globe.

In addition, Tian Jiali holds more than 10 certifications and engages in active community building and social services. She has held positions as director-general of many community development groups.

NIA mobile service train visits "Liquid Sports B&B" (愛玩水運動民宿) run by new Australian immigrant Alex(亞力士).

Originally, Alex(亞力士) worked in Nantou County designing and producing products for windsurfing equipment. He took the decision to relocate to Penghu after discovering that the island's special geographic features made it a great location for testing windsurfing gear and because of the island's exceptional natural beauty. Not only did Alex help to popularize windsurfing and establish Penghu as a major windsurfing hub, but he also mentored Zhang Hao (張浩,) the first windsurfer from Taiwan, who went on to win several honors in international windsurfing events. In 2011, Alex became the first foreigner to become a naturalized "senior professional" in Penghu and was granted Taiwan nationality, making him a Taiwanese citizen.
