Q: Can foreign residents apply for a tax-exempt certificate on savings? How to apply?
A: Foreigners classified as &ldquoresidents of the Republic of China&rdquo can apply for a Tax-Exempt Certificate for Savings by submitting the official application form along with their passport and ARC at the National Taxation Bureau responsible for their residence. If they appoint someone else to file on their behalf, a power of attorney is also required. 

Q: Do foreigners need to file the basic tax amount?
A: Taxpayers who meet any of the following conditions are not required to file the Individual Basic Income Tax Return:
★ Classified as &ldquonon-resident individuals&rdquo under the Income Tax Act.
★ When filing the consolidated income tax, they do not claim investment credits and have no income items for &ldquooverseas income,&rdquo &ldquospecified insurance payouts,&rdquo &ldquosecurities transaction gains,&rdquo &ldquonon-cash donation deductions,&rdquo or other items notified by the Ministry of Finance to be included in basic income.
★ Even if they have such items, if their basic income amount is below NT$7.5 million, they are also exempt.

Foreigners who do not meet any of the above conditions must still file the basic tax return.
