Three in One Welfare, Athletes' Village Transformed for Abused Women and Children to Live in Peace

Researches show that it takes an average of seven years for a woman to decisively leave from a violent environment. To help abused women rebuild their lives, New Taipei City Government has promoted "Women's Empowerment Three-in-One Plan" and established the Linkou Service Center at the Social Housing of Universiade Athletes' Village that cooperating with the Ministry of the Interior, Wang Zhanyang Charity Foundation, and the Garden of Hope Foundation to provide three in one services, such as accommodations, job opportunities, and childcare for abused women.

 

Director of the Domestic Violence and Sexual Assault Prevention Center of New Taipei City Government, Xu Zhiqi, states that the majority of abused women are unemployed or housewives, and it is difficult for them to be financially independent. Therefore, they are often forced to return to violent environments, and it takes an average of 5 to 7 times for them to leave from it. They would first face financial, childcare and living issues once they leave. To help those abused women, New Taipei City has begun to work with the public and integrated cross-unit resources to initiate the three-stage protection including offering short-term asylums and long-term resettlement and dormitories since 2016. Since 2017, New Taipei City has also promoted "Women's Empowerment Three-in-One Plan" and provides rental financial assistance, childcare assistance, employment matchmaking, etc. It has assisted a total of 272 women, of which 65% of cases have successfully started their new lives.

 

 

Chairman of the Garden of Hope Foundation, Ji Huirong, states that she appreciates the great assistance from New Taipei City Government, the Ministry of the Interior, public housing, and the National Housing and Urban Regeneration Center, and Wang Zhanyang Charity Foundation so that the Garden of Hope Foundation was able to set up 22 dormitories at the Social Housing of Universiade Athletes' Village to provide short-term residence for the victims of violence. Apart from the housing service, the Garden of Hope Foundation also operates preparatory workplaces, such as a living materials center, Sunflower Hut, Morning Time Cafe, and the areas of mental health counseling and therapy games for abused children.
