Huang Wei-chen (黃維琛), Director of the Department of Labor Conditions and Employment Equality of the Ministry of Labor (勞動部勞動條件及就業平等司), said that part time living allowances will be given to those who have participated in labor insurance on or before April 30 and have a monthly insured salary of NT$23,100 or less. The estimated number is about 410,000 part-time-employed workers can benefit from this. According to the data, part-time workers in the hotel and restaurant industries, wholesale and retail industries, account for a large portion, with a total of more than 200,000.

“Workers Relief Subsidy” may be applied in these 3 channels:
- Online website application
The acceptance period is from June 28 to August 31. The Ministry of Labor will open the "Ministry of Labor Part-time Employed Workers Living Allowance Subsidy Network" (勞動部部分工時受僱勞工生活補貼網). For qualified part-time employees, they can log in using their ID numbers and bank account numbers online. After the system has verified the information, the NT$10,000 living allowance will be directly transferred to the applicant's account with the remark "issued by the Ministry of Labor."
- ATM withdrawal
Starting from July 1, qualified part-time workers may use any financial institution’s ATM card at any of the ATM machines of Taishin Bank, China Trust Bank, and Cathay United Bank. After inserting the ATM card, select part-time workers living allowance, enter the ID number and password to withdraw NT$10,000.
- Paper application
For qualified part-time workers with no ATM cards and who are also not able to apply online, they may call the Ministry of Labor’s relief hotline “1955” and use paper application.

For the 410,000 qualified workers, they can receive the "Part-time Workers Living Allowance Subsidy" (部分工時受僱勞工生活補貼) through the Internet or ATM before August 31. In order to avoid crowds, they can also apply online first. If they will use ATM withdrawal, they should follow epidemic prevention regulations and maintain social distancing.
