The main construction of Taoyuan International Airport terminal 3 has started. The contractors have a special application to hire foreign workers. They told Taoyuan International Airport Corporation Co., Ltd. (TIAC, 桃園國際機場公司), that they will need around 2,200 foreign workers from the Philippines, Vietnam and Indonesia. The first batch of around 400 to 500 people will come to Taiwan before the end of the year. The Ministry of Transportation and Communication (MOTC, 交通部) recently held a meeting with the construction team and suggested that the contractors should have the foreign workers get vaccinated first before they come to Taiwan.

Deputy Minister of the MOTC (交通部次長) , Chi Wen-chung (祁文中) said that due to the Covid-19 outbreak with migrant workers in a Miaoli electronics factory in June, the MOTC is particularly concerned about the management of the foreign workers who will work in the terminal 3 project. The main civil engineering work of terminal 3 will need around 2,000 foreign workers. If it becomes a breach in epidemic prevention, it will seriously affect the progress of the project and is also a big risk to the contractors. Therefore, it is recommended that the migrant workers should have completed the vaccination of internationally recognized Covid-19 vaccines before they come to Taiwan. If they cannot complete two doses of the vaccine abroad, they should at least have one dose.

According to the plan of TIAC, the north boarding terminal is expected to be completed in 2024, the main terminal will be completed in 2025, and the south boarding terminal will be completed in 2026. The annual passenger capacity is 20 million. With a satellite terminal to be built in the future, the capacity can be increased to 45 million passengers, reaching the passenger demand target of 82 million passengers in 2030.
