The Pingtung County Government got funding from the Construction and Planning Agency to convert the abandoned cowshed in Wandan Township into cowshed-Happiness Academy (廍廍安全－幸福學堂) in order to preserve the traditional cultural traits. It received the "2023 BERLIN Design Awards" and the Silver Award of the 2023 Landscape Architecture Project in this competitive international competition for submissions. The abandoned cowshed has undergone a significant change that has revitalized the area while retaining local culture and leaving historical remnants.

Pingtung County Mayor (周春米) praised the tutoring team from Shu-Te University, saying that the award validated their efforts to preserve traditional cultural characteristics and the historical texture. In Wandan Township, a renowned cattle breeding town, the cattle house was renovated by the Cultural Development Promotion Association (興化廍文化發展促進會) and four community planners with the help of the government and the general public to create a gathering place and a reading area with regional cultural characteristics.

The director (李怡德) of Department of Urban and Rural Development, Pingtung County , noted that Pingtung's community planning has once more advanced to the international level. Together with the construction department's support for community planners and Pingtung's urban and rural brand design concept of "more local, more international," local and regional features are incorporated into the design renovation, reviving idle and abandoned space, and converting a disused cowshed in Wandan Township into a library.
