The Changhua County Government organized ball games for foreigners at Lu Kang Senior High School to enhance the physical and mental health of migrant workers and foster peace between labor and capital. The tournaments in basketball, volleyball, and badminton allowed migrant workers who enjoy sports to improve harmonious communication via engaging in healthy sports activities after work.

The event site also hosts decree advocacy and question and answer contest with prizes activities, as well as plans for foreigner decree advocacy tour service trucks that offer migrant workers rapid advice on employment and legal matters.

According to the Department of Labor Affairs of Changhua County Government, many small and mid-size enterprises are based in Changhua. These accomplishments are the result of laborers' diligent labor. Therefore, in order to decrease labor conflicts and foster harmony in the workplace, the Changhua County Government intends to establish a forum for communication between employers and migrant workers. Migrant laborers may work in Changhua with confidence because of the working environment.
