The command center (指揮中心) approves the entry of foreign students and will first allow the entry of 3 types of foreign students, with a total of about 13,000, including overseas degree students, students of Taiwan Scholarship of the Ministry of Foreign Affairs (MOFA, 外交部) and Chinese Language Scholarship of the Ministry of Education (MOE, 教育部); Government bilateral reciprocity and special policy entry Degree students. It is initially estimated that 48 Filipino students will go to Taiwan to study for master's and doctoral degrees or to study Chinese. Filipino students said that Taiwan’s epidemic is well under control, and they look forward to taking physical classes on campus and tasting night market delicacies.

The Taiwan representative office in the Philippines (駐菲代表處) pointed out that in 2021, a total of 48 Filipino students won the "Ministry of Education Taiwan Scholarship" (教育部台灣獎學金), "Ministry of Education Chinese Language Scholarship" (教育部華語文獎學金) and "International Cooperative Development Foundation (ICDF) Scholarship" (國際合作發展基金會(ICDF)獎學金). The representative office held an online pre-departure information session for Taiwan scholarship winners on the eve of the start of school to assist the awardees to understand matters related to studying in Taiwan.

In addition, the Taiwan representative office in the Philippines pointed out that after the announcement of the opening of the entry of foreign students, the Taiwan Scholarship recipients from the Philippines hope to set off as soon as possible to experience the long-awaited campus life in Taiwan.
