The first "New Immigrant Youth ASEAN Development Association" in Taiwan was founded by "Foodeast" (赴憶文化) and "Rotary Club of Taipei Tagala" with the empowerment of the second-generation immigrants as its central tenet, and an inaugural ceremony was conducted. The new second generation and the Vietnamese students in Taiwan are hoped to link the ASEAN resources and increase cultural interactions through the association.

In Taiwan, there are now more than one million new immigrants and second-generation immigrants. New immigrants and their children have emerged as an essential force in Taiwan's growth. Around 80,000 ASEAN students travel to Taiwan to study in the field of education. The founder (李如寶) of Foodeast, who is a Vietnamese new immigrant herself, claimed that most second-generation immigrants in Taiwan lack cultural identification and have had to navigate cultural differences as they grew up. As a result, she made the decision to found Taiwan's first "New Immigrant Youth ASEAN Development Association" with second-generation immigrants as its central tenet. To connect the resources and cultural exchanges between the second-generation talents and ASEAN, the association unites the strength of the public sector and businesses.
The Ministry of Culture promotes the "Youth Cultural Gardener Team" subsidy program to encourage new immigrants in Taiwan to have more contact with the international community exchange and cooperation, allowing Taiwanese youth to connect with the global community and broaden their horizons according to deputy director (紀東陽) of the Department of Cultural Exchange, Ministry of Culture.
