The Yunlin Chiayi Tainan Branch of the Ministry of Labor (MOL, 勞動部雲嘉南分署) commissioned the Tainan Mei Tzu Etiquette Styling Union (台南美姿禮儀造型工會) to hold a vocational training program for new immigrants in aroma health care in 2021. Twenty-eight unemployed foreign trainees from the Philippines, Indonesia, and Vietnam completed the training. Among the trainees, many are unemployed for a long time, some are single parents, some have low-income status, and except for one worker who retired from labor insurance, the other 27 trainees received a monthly living allowance of more than NT$14,000 provided by the MOL.

The new immigrants received about 3 months of vocational training courses, including professional maintenance skills, aromatic beauty stress relief and health care skills, etc. There were originally 30 trainees, 1 found a job before the training started, 1 left due to the epidemic, and 28 others completed the training. After the training, 14 people will be employed, 12 people plan to start a business, and 2 people found jobs. In recent years, the overall employment rate of Taiwanese or new immigrants after the vocational training courses organized by the trade union has reached 90%.

Wu Mei-Li (吳美麗), the chairman of the trade union, said that the disadvantaged students who are already unemployed performed very well and with human touch. They sold the perfume essential oil products they learned to make to other disadvantaged friends by charity sale. The teacher of the essential oils course, Yang Chu-Cheng (楊主正), learned that the students have love in their thoughts; for example, they buy all essential oil products for NT$10,000 and donate them to help disadvantaged charity organizations, and this is worth a lot of respect.
