During the epidemic, many people with plans to travel abroad had canceled their scheduled trips. The Taiwan government worked hard to control the local epidemic. It took only two months to control the Delta variant virus and Taiwan is still the leader in epidemic prevention among Asian countries. The Central Epidemic Command Center (CECC, 中央流行疫情指揮中心) also emphasized that a "vaccination certificate" (疫苗接種證明) is not a requirement for Taiwanese to enter other countries. At the same time, the Ministry of Foreign Affairs (MOFA, 外交部) shows the regulations and the three categories of entry for the 33 countries frequently visited by Taiwanese, including completely open, exempted from quarantine, mandatory quarantine and entry for special reasons, and prohibited entry.

The MOFA announced the three categories of the regulations of 33 countries (as of August 17)

  1. Completely open: Belgium, Spain, Finland, Estonia, Mexico.

These countries adopt a "completely open" policy for people departing from Taiwan. Those who are arriving from Taiwan do not need to present COVID-19 documents to enter and are exempted from quarantine.

  1. Qualified to enter and exempted from quarantine: Germany, France, Czech Republic, Netherlands, Switzerland, Austria, United Kingdom, United States, Brazil, Turkey, Saudi Arabia, South Africa, Singapore.

Taiwanese nationals who have a negative test certificate (PCR test or rapid antigen test), or a vaccination certificate (subject to the type of vaccine recognized by the destination country), or a recovery certificate and other relevant documents (subject to the latest regulations of the destination country), are exempted from quarantine after entry.

  1. Mandatory quarantine or entry for special reasons: Italy, the Philippines, Thailand, and Malaysia.

For these 4 countries, travelers with a negative COVID-19 test certificate or a recovery certificate, or a vaccination record and other relevant COVID-19 documents must still be quarantined. The allowed entry due to special reasons is for these 11 countries including Canada, Japan, South Korea, Indonesia, India, Vietnam, Australia, New Zealand, Russia, Israel, and Argentina. These countries currently ban general foreign travelers from entering their country, and entry will only be allowed for foreign affairs, special reasons, and emergency humanitarian considerations.

Based on the above information, the vaccination certificate is "not a requirement for entry into other countries." Therefore, for travel to the above-mentioned countries that are completely open to international tourists, there is no problem to enter their country. Finally, there are people who share false information about "people who are vaccinated with Taiwan's locally produced vaccines cannot go abroad", this is inconsistent with the facts, and the public is advised not to believe this.
