With the backing of the National Immigration Agency’s Dream-Building Project and encouragement from his husband, Phan Si Leng (潘喜玲), a new immigrant from Cambodia, launched a weaving talent course. She not only taught students how to make crafts but also promoted Cambodian culture. Additionally, Phan Si Leng wants to build up training programs for new immigrants so they may start businesses with their abilities.

In Cambodia, Phan Si Leng met his Taiwanese husband. They lived in Taiwan after getting married and had three kids. In addition to working as an interpreter in Taiwanese courts throughout the years, Phan Si Leng has also taught Cambodian to native speakers and run an online auction company. She does, however, have a desire, which is to market Water hyacinth woven bags and Cambodian water hyacinth weaving skills in Taiwan. Later, with the help of the National Immigration Agency's Dream-Building Project, her plan of culture promotion was ultimately realized.

Future plans, according to Phan Si Leng, include developing the Water Hyacinth Woven Bags brand, concentrating on personalized services, and bringing Cambodian culture to Taiwan.
