The Mainland Affairs Council (MAC) declared that beginning on September 1, Chinese tourists from a third location living and studying abroad may apply to go to Taiwan. Regarding the cross-strait tour group, the Tourism Bureau, MOTC reported that the initial idea is to cap the number of visitors from mainland China and Taiwan to 2,000 each per day.

Prior to the pandemic, the NIA reported that in 2019, there were around 93,000, mainland Chinese visiting the nation from the third location. In response to the question of whether cross-strait group travel should resume, the Tourism Bureau stated that since cross-strait non-governmental travel has been put on hold for more than three years and both sides' tourism resources and employees have changed, they will work with them within a month to ensure the quality of travel. Together with the Taipei Association of Travel Agents, the travel industry will address issues that need to be taken into consideration when group tourism resumes and establish control strategies. After the specifics are decided, the information will be released to the travel sector.
In order to give visitors a resource and lower potential travel hazards, the Tourism Bureau noted that further forward, the electronic publicity created by MAC would be sent to travel agents to be properly included in the pre-departure explanatory materials. Cross-strait non-governmental tourist exchanges are a significant market on both sides, according to the Tourism Bureau as well. Visitors from the Mainland of China are welcome in Taiwan. This time, important tourism exchanges will be gradually restored in phases beginning with the arrival of mainland visitors from third location in Taiwan.
