Mayor Ko said that democracy, freedom, and cultural diversity are the city's political values. Livability and sustainability are the city's goals. The new immigrant who comes to Taiwan plays an important part in enriching Taipei's multiculturalism.

In Taipei City, there are New Immigrants Hall (新移民會館), Taipei New Immigration Woman and Family Service Center (婦女家庭服務中心), and New Immigration Committee (新移民委員會) under Civil Affairs Bureau which deal with issues regarding new immigrants. The participatory budgeting also invites new immigrants to propose and take the initiative to speak up for their rights and interests.
