Foreigners without a residence permit can make an appointment for vaccination with a Unified UI Number

The Central Epidemic Command Center (CECC, 中央流行疫情指揮中心) has opened the Covid-19 vaccine to non-residents (including foreigners, people from mainland China, residents of Hong Kong and Macau, and Taiwan nationals without household registration in Taiwan) who do not have a residence permit. Foreign nationals may go to the online “Covid-19 Vaccination Registration and Reservation Platform” (公費疫苗預約登記) and enter their Unified UI Number (統一證號), together with their entry and exit permit number or passport number to register for an appointment for vaccination. The National Immigration Agency (NIA, 移民署) stated that if foreigners need to be vaccinated, they may apply for a Unified UI number at the NIA.

The NIA further explained that for foreigners who have stayed in Taiwan for a long time, the Unified UI Number was recorded in the "extra" field of the entry and exit permit, and there is no need to apply separately. For other foreigners who do not have a Unified UI Number, they may go to "Online Application for ROC Uniform UI Number” (外來人口網路申請統一證號) or personally apply at the counter.
