According to the Pingtung County Government, to reduce the likelihood of flooding on farms in Gangdong Village, Kanting Township, and the farms nearby, the Pingtung County Government has been aggressively applying for funding from the Forward-looking Infrastructure Development Program, which required the approval of the central government to do the “Hsichou Creek Gangdong Pumping Station and Its Forebay Improvement Project.” The Project provides for a lowland detention pond to accommodate floods and a pumping station to pump out the floodwaters from Gangdong village into Hsichou creek, effectively mitigating the risk of floods in the area.
According to Department of Water Resources, Pingtung County Government, the “Hsichou Creek Gangdong Pumping Station and Its Forebay Improvement Project” mainly includes updating the existing pumping volume 2cms (cubic meter/second) to 7cms and building the forebay (an area of 1 hectare) and headrace channels. The improvement project was completed on October 20, 2021. In addition to improving the flow capacity of lowlands, it also improved the flow capacity of the Military Police Ditch and the bar ditch on Longkang Road that bettered the water collection system in that area. As a result, it speeds up the flood water collection to the Gangdong pumping station for pumping out to reduce the flood levels and areas in Gangdong Village and the farms nearby, hence reducing the flood damage.

As for the flooding in Kanding Township, the staff at the Department of Water Resources said that the county government already finished the following three improvement projects: “Flow Capacity of Military Police Ditch Improvement Project,” “Embankment of Kanding Branch, Hsichou Creek (Ok+000- Peishi Bridge) Improvement Project,” and the “Embankment of Kanding Branch, Hsichou Creek (Peishi Bridge – No. 1 Choutuz Bridge) Improvement Project.” In addition, the designs for “Flow Capacity of Yuchih Ditch (Phase 1) Improvement Project” and “Embankment of Kanding Branch, Hsichou Creek (No. 1 Choutuz Bridge – Line 187) Improvement Project” were completed and are now in the land use process that is scheduled to be contracted for construction in February 2022.

“There is no best flood control, only better ones.” Facing the threats caused by extreme climate, which is getting worse day by day, the county government aims to implement the preparation of flood prevention and has actively carried out the various flood control and prevention measures in Kanding Township to minimize the risk of floods in the area, spare the locals from flooding, and construct a natural and safe water environment.
