Carefree Covid-19 Vaccination Program to Overstayers

The “Carefree Covid-19 Vaccination Program” was launched on December 3, 2021, and its end date is postponed and to be confirmed.

Foreign nationals (including undocumented migrant workers, overstayers) are encouraged to receive free vaccination. Hospitals won't report to law enforcement agencies. After vaccination, if such foreign nationals voluntarily surrender themselves to the National Immigration Agency (NIA), they will be relieved from entry ban to Taiwan in the future. Vaccination is the best protection for our personal health and those of others.

Carefree Covid-19 Vaccination - Subjects Foreign nationals (including undocumented migrant workers, overstayers) who are willing to receive the Covid-19 vaccination.

Q: I overstayed. How do I sign up for Covid-19 Vaccination?

A: For overstayers, (foreign nationals, Mainland Chinese, Hong Kong/Macao Residents, Taiwan national without household registration) please refer to the following procedures:

No valid identification document: sign up for vaccination at listed NGOs nearby. (See list of NGOs at https://www.immigration.gov.tw/5385/7229/7238/288156/ or contact the Chinese Regional Bishops' Conference, Chinese Muslim Association, R.O.C. Community Sustainable Development Association) After sign-up, receive notification of vaccination time and place from NGOs. Vaccination will be free. On date of vaccination, bring passport, ARC, or other identification documents to designated vaccination sites (clinics, hospitals, or other vaccination sites designated by local government) according to notification.

With valid identification document: Contact designated vaccination sites (clinics, hospitals, or other vaccination sites designated by local government) with ARC, National Health Insurance card, passport for vaccination. Vaccination will be free.

Carefree Covid-19 Vaccination Program time period

National Immigration Agency (NIA) collaborates with Central Epidemic Command Center and launched “Carefree Covid-19 Vaccination Program” on December 3, 2021. As domestic cases infected with the Omicron variant are increasing, the end date of the program is postponed and to be confirmed.

The public is encouraged to keep updated and check the lates information on the official website of NIA. The pandemic measures adopt rolling-wave planning and will be announced once it is confirmed.

Won’t be reported, won’t be seized, won’t be charged, and won’t be banned

Q: What does it mean that “name list of vaccination won’t become legal ground of immigration investigation”?

A: This means the vaccination name list collected by NGOs or the Labor Development Agency) will not become the legal source of inspection or investigation conducted by the National Immigration Agency. Name list will be kept by clinics, hospitals only as medical records. Please feel safe to receive vaccination to protect own health.

Q: What does it mean “won’t be banned”?

A: After 1st dose vaccination, those who voluntarily surrender themselves to the National Immigration Agency and depart from Taiwan within 6 months after regular international flights resume to their destination countries, will be relieved from entry ban to Taiwan.

Q: What does it mean “won’t be seized”?

A: It means personal information provided by overstayers will only be used to delivery vaccination and issue vaccination record card (yellow card). Such information will not be used as legal source of inspection or investigation conducted by the National Immigration Agency or other law enforcement agencies. Vaccination sites will not report overstayers. All law enforcement agencies will not conduct inspection or investigation in the neighborhood area of vaccination sites. However, law enforcement agency will perform official duty as usual elsewhere.
