As many buildings in Yilan county are undergoing construction currently, many of the construction sites seriously lack workers, leading to construction schedules fail and the existence of many foreign faces in the area. The Yilan County Special Duty Team of the Northern Area Affairs Team of the Immigration Department received a reporting case in May this year. On the 2nd, the Yilan County Government Labor Department and the Yilan County Police Department and other agencies conducted an investigation to the worksites in the Yilan area. A total of 8 illegal unemployed migrant workers were arrested, along with 5 employers. The investigation got a fruitful result.
Among several construction sites, a well-known large-scale construction site near Yilan Sports Park, since September 16 and November 29 last year to May 2 and May 21 this year, 5 unlawful employers have been seized. The repeated cases will be fined based on the current laws. Unexpectedly, although have been know that it is illegal, they still commit it again and again. It is said that these illegal immigrants were all Vietnamese nationals. They have entered the construction site through multiple employers and agents. One broker group has a very high CP value. By word of mouth, the demands for illegal works here are too huge to meet the needs.
According to Qiu Yaozhen, the captain of the Yilan County Special Duty Team, the construction site covers an area of about 3,000 pings. In total, there are 4 buildings with 15 floors each, and each time the investigation team comes to check, they must inform the security personnel at the site. Then, when the local authorities make a visit, people inside the construction will immediately notified to flee and hide.
In May this year, four illegal migrant workers, two illegal employers and an individual who helped illegal migrant workers were arrested, setting a record for the number of illegal employment cases and illegal accommodation of foreigners in Yilan within one month. The arrested workers in Yilan shelter will be repatriated on the day of the election. As for the illegal employers, a document reporting their cases will be sent to the Yilan County Government Labor Bureau. In another five years, if repeating the same crime, they will be sentenced for up to three years, or temporarily sentenced or fined NT$1.2 million.
