Rasonsky (賴尚基), an American, who has been working for missions in Taiwan for almost 50 years. The most memorable event of those years was meeting a buddy in Hualien who was paralyzed due to work-related accident. Rasonsky gave him new life by staying by his side for a while and encouraging him to study the Bible. Rasonsky's eligibility for the Mackay Plan (馬偕計畫) was accepted by the Ministry of Health and Welfare, and NIA Chiayi City Service Center of the Southern District Affairs Brigade awarded him a permanent resident certificate for his great contributions.

Rasonsky enjoys sports and frequently rides his bicycle to spread the gospel and kindness to others. In 1972, Rasonsky traveled to Taiwan as a missionary. In Tainan, he assisted local Christians in bettering their lives and getting rid of bad habits, and it was through this work that he met his wife. Later, he traveled to Hualien to assist the native people in bettering their lives. He was once more given the task by the church in 1985 to reside and preach in Chiayi City.
The " Mackay Plan " (馬偕計畫) is intended to recognize Dr. Mackay's contributions to Taiwan, according to the director (黃艷薰) of NIA Chiayi City Service Center. The Ministry of Health and Welfare accepts applications from foreigners who have a permanent residency permit, are older than 65, have resided in Taiwan for more than 20 years, have rendered long-term service, or have made exceptional contributions to the nation. Because of his beliefs, Rasonsky has served Taiwan for 50 years, which is admirable.
Additionally, the NIA Chiayi City Service Center specifically urges graduates and students to be cautious when looking for part-time employment and positions abroad during graduation season and the summer vacation to avoid falling prey to fraud and human trafficking.
