For many foreign professionals working long term in Taiwan, stable work arrangements and social protection are important. Foreign professionals, foreign special professionals, and foreign senior professionals who have obtained permanent residency can now enroll in employment insurance under the law. If they face involuntary unemployment or need unpaid parental leave, they may apply for related benefits if eligible.
This policy comes from the newly added Article 25 of the Act for the Recruitment and Employment of Foreign Professionals, which took effect on January 1, 2026. It applies to foreign professionals legally employed in Taiwan who have obtained permanent residency, giving them more complete labor protection.
Eligible participants may apply for unemployment benefits, early reemployment incentives, vocational training living allowances, unpaid parental leave allowances, and health insurance premium subsidies for dependents. The Ministry of Labor reminds eligible foreign professionals to confirm with their employers whether insurance enrollment has been completed. If permanent residency is revoked, related benefit eligibility will also be lost.
